Tom Thomas OBE, Managing Mediator and Designated Member GLEAMED LLP
Tom is a widely experienced mediator who has been involved in conflict and dispute resolution in one form or another for most of his working life. His experience includes working at community interfaces during peacekeeping operations in the Armed Forces, high-level diplomatic negotiations in NATO, policy development and budgetary management in Whitehall, and ten years of business negotiations in the City.
In business, Tom mediated consortium-building arrangements needed for the development of major infrastructure projects needed for the delivery of modern public services and was the Strategic Development Director in a major plc mediating between a wide range of stakeholders in the public, private, independent and voluntary sectors. He helped to mediate new business models amongst multi-disciplinary professionals and led delegations to Ministers to discuss the role of the private sector in providing new infrastructure and modern public services. Tom also led analysis of the capabilities required to deliver more ‘joined-up’ public services and of how to bridge corporate capability gaps through acquisition, partnering, supply chain management and in-house development, to provide options for investment in growth by his parent plc.
At an international level, Tom has mediated the closer alignment of defence arrangements to achieve a more effective operational deployment of multi-national forces. Elsewhere in the public sector, Tom mediated arrangements between a Local Authority and the Ministry of Defence for a major (£700,000,000) garrison redevelopment. He was a leading member of a joint panel advising the Ministry of Defence on the arrangements needed to employ civilian contractors in support of the armed forces on deployed operations. Elsewhere, as Head of Establishment for over 300 civil servants, he successfully resolved a wide range of workplace disputes, some of which arose from change management arrangements associated with the introduction of new IT systems.
Tom is a fully trained, accredited and insured mediator, and Member of the Civil Mediation Council, American Institute of Mediation, and ADR Conflict Resolution and Mediation Exchange. He has been involved in a wide range commercial, workplace, boundary, property and community mediation. He is Managing Mediator of Greater London and East Anglia Mediation and Chair of the Dispute Resolution Panel, NHS South East Coast Strategic Health Authority. He is a member of the Civil Mediation Council’s Communications Committee and Accreditation Committee and is one of the two National Representatives of the National Mediation Helpline Provider’s Forum, liasing on their behalf with the Ministry of Justice. He gives presentations on mediation, most recently to the Essex University School of Law in Colchester and local Business Community at the Anglia Ruskin University, Chelmsford, and has published articles to raise awareness of mediation in trade journals. He is also Director of his own business consultancy, Ideas to Delivery Consulting Limited (i2dc Ltd).
